how could a person be assured that his internet usage is not being monitored by authorities? is there a certain program or something out there that can block government and other agencies from monitoring websites and so forth that a person may look at on their home computer. thanks in advance guys.

A) You can't be and B) no, there isn't any such program.
Anyone skilled enough can break through the myriad firewalls and security systems of any PC.
