Strictly speaking it's a hookah, but essentially the same as a bong. From the middle east, used for smoking flavoured tobaccos. Looks like it's missing the hose, so you'll have to improvise one, maybe rubber tubing would do, but won't look too nice - see if you can find a replacement one on line
