The best stoner festival is in toronto man, the Global marijuana march at the last one some where around 20 000 people attended, the entire park was hazed over from so much smoke, and some pretty trippy bands played.

it was rediculous i only smoked like 1g and i passed out on the subway going home, you dont even have to smoke there you will get ripped just from a contact high lol, and there was this one single person walking around the outside of the park with an anti pot sign they looked like a fool. lol

id say the best people to play at a stoner festival would be:

Bob marley (if he were still jammin)
Sublime
pantera
linkin park (they have some pretty crazy noises in their songs)
black sabbath
