not maturing heat light

so these are my four 24k girls. They are in week 5 of flowering with HPS and 12/12, but the buds don't seem to be maturing. They just keep growing new flowers so I tapered them off bloom nutes and switched the lighting schedule to 11/13 thinking maybe light stress? The temp is 73.5 f with...
