nah your right, i noticed the same thing in cali. i spent a lot of time in federal camp grounds and the ole wardens would make the rounds most mornings making sure everyone was paid up. i got out into a couple real remote ones that i never saw a soul at but for the most part the man wasn't ever very far. i imagine the you won't have to go to far tho to get to "Higher ground"
