Wiring a CPU fan

So, after my last plant being fried to death i went out a bought the biggest cpu fan i could find at radio shack for 20 smacks in the face.

I wired the fan with the proper 12v DC output it needs, problem is my "stealth box" sounds like a f***ing microwave in my closet haha.

Is it safe to wire a 12v DC fan to only a 9v DC charger? It wont burn up my fan or anything will it?

(with the 9v charger it runs sooo much quieter)

Yeah you can so that; it's safe, but the fan will not be a fast. It's just like putting a speed (voltage) controller on it.
