Why Are these so small

Not a lot to go on here,but it might very possibly be over-watering. Seedlings don't use much water at all.

Do I need to dry it out ? There's a fan clipped to the inside of the tent ..Should I not give them water for 2 days ? Maybe 3 or will that kill them

Every situation is different, but I probably only water my seedlings (soil grow) every 7 - 10 days. When my plants are fully growing, I water perhaps once a day. The first thing I would do is to continue to watch them closely and hold back the watering. They'll let you know very clearly when they need a drink.

Forgot to mention they are autos that's why i planted them directly in a 5 gallon I hope that I didn't stunt the growth

Get in the mindset, that you are growing roots first, not a plant.
Seedlings need surprisingly little water.

I like to use fluorescents for plants that young. I use t5's until they outgrow it, then switch to mh.

I really couldn't say what would be a good distance for that light from those plants. I would suggest getting yourself a t5 or cfl fixture and starting them out under that. Then bring out the big guns when the plants are bigger and needing all that light.
