Which States Allow MMJ Card with Previous Cultivation Conviction?

A friend is currently looking for a new home. He is wanting to move to a state where a previous cultivation conviction is not held against you when applying for a MMJ Card. I am helping a friend out in this search. I know this is after the fact but any help would be great. I should say that he was not convicted on any type of sale, just the cultivation.

you can not be a caregiver in Michigan but you can be a patient and grow your own 12 plants. I think its pretty much the same everywhere - basically, they can't refuse you medication cause your a criminal. He would have to go to cali if he wanted to grow a lot

In Colorado he can get his card no issues, heard something about caregivers not being able to be felons, but have not actually seen it in the laws myself. Cannot be part of a dispensary though, and our laws change a lot.
