When to start vegging..?

I am growing some plants in a mall closet. What time is good for veging if i don't want the plants more than 3-4 ft at the end.

it depends on the strain of plant. most indicas double when you induce flowering sativa dominates will triple in size. so if 4' is your max height then your looking to flower around 18-24" depending on strain
