What the HELL are these tiny Black Bugs?!?!? (Pics)

So last night it rained very hard for about 2 hrs, then continued to rain for about another 5 hours. This morning when I went outside to uncover my plants I noticed tons of these little black things. They are barely visible to the naked eye, they kinda looks like specs of dirt. They jump like fleas do, but they are even smaller then a nat. I have never noticed these things before, but strangely they came out after a heavy rain last night. Any ideas on this? The first pic is my camera zoomed in max, the 2nd is my attempt to zoom the picture in more. Ive already doused these bastards in neem oil, and about a 2 ft perimeter around my plants where I noticed more of these things. Any ideas on wtf these things are is greatly appreciated. Also, if the neem isnt doing the trick as a perimeter, think boiling hot water would kill these off?

looks like baby fruit flies/gnats. moisture attracts them.

they should mostly go away in a few days with the neem oil if its going to work, but the boiling water would certainly do the trick.

just be careful not to pour it too close to your plants as the water will cook the roots.

usually these bugs live in the upper inches of the soil so just pour lightly over the surface and you should be good.

I thought that fruit gnats were larvae and went straight to flying, not jumping like a flea? But I went and spayed around my plant again to kill what was still moving. And wouldnt my normal feeding bring them out? Also, think I could put a layer of sand on top of my soil to stop this from spreading/happening again?

They look like "nat's" to me just plain old nats. What kind of plant is that?
Still thought gnats would fly not jump. And thats not a pic of my plant, just some sticks and leaves from the tree next to my plant.
