What is considered -12 Immature ?

So I am prop 215 patient and currently have 9 total plants. I have 5 TGA Qush(1week old) seeds im waiting to see the sex. So I will have to can 3 of the plants in order to be in compliance with the laws. So what size plant is consider immature and mature ? I just want to make sure im good so i don't have to worry about the authorities.

i would suspect veg. is immature and flower stage mature, not acording to size

seems like "immature" would mean not in flower. To me immature would be anything I'm not about to harvest but I don't think the gov sees it that way. So you already have other plants? If your allowed 12 plants and you planted 5, what's the problem? Find out which one's are males before you start killing them off if you can.
