What do these look like? Harmful? Or should I ignore them?

Long time lurker finally posting something :)
I found a few tiny little white bugs on my plants last night and was wondering what they could possibly be. While referencing on pictures of spider mites online they don't appear to be the same. Also, they don't appear to be from the spider family at all.

I managed to take a video with my cellphone and microscope, though it was hard to hold everything together without moving so the video quality is so-so.

A few details:
Color: white-yellowish (more towards white)
Arms: 6 + two antenas + two dotted black eyes (which gave away that this isn't a spider)
Quantity: Not so much (so far). About 20 in total that I could find.
Location: Over and under leaves (but mostly under)

Plant: About three weeks into flowring
Location: Outdoor

I've been using neem oil solution every few days for the past three weeks. They seem to have come only recently (after starting to use neem). But I think this is due to flowering mostly.

Are these harmful? Anything I can do?

That appears to be a thrip although not exactly like the ones here. If that is in fact what it is they are not a huge deal. they normally cause minimal damage and are easily killed with most any home remedy spray.

I got desperate and managed to get rid of the pests with a huge amount of neem oil. I sprayed the plant until it was soaked wet. It worked well and the plant is fine! :)
Also I found the origin. They were in another green tea plant I have which was SWARMING with them. I sprayed it with neem oil as well and got rid of most of them so far.
