Well they actually have a say in the passing of bills and laws within our country, so yes they do. Where has it been said that this must be delayed due to invested money exactly? Actually the senate cannot stop a bill. They can use the upper chamber to stall and play political games, but they don't have the power to actually do anything other than make recommendations. Remember Harper passed the mmpr removing patient grow rights to bolster the new LP industry. He stated it publicly and Judge Manson backed him up. That is a blantant example of money dictating law and there are many, many others that go down behind closed doors. Look at Mulroney and Airbus.
