Toronto, Ontario, Laws for a few plants?

What is the current legality in growing a few plants (1-5) for personal use in toronto? Also, how difficult is it for somebody to aquire a license to use/grow?

right now it is technically legal in ontario, because a judge in a high court overturned a marijuana case because he said the laws needed to be looked at, since Canada's legal system is based on precedent and the laws haven't be reformed then technically there is no law against growing in ontario, but even if the government if ignoring that fact at the moment 1-5 plants will maby get you a slap on the wrist

Growing weed is illegal unless you have your MMAR card (it can be kinda hard to get google: MMAR or Compassion Club Canada).
The MAXIMUM penalty for 1-5 plants is only $1,000 fine or 6 months in jail. For 6 plants it would be more like a hundred dollar fine or ten hours of community service. IT STAYS ON YOUR RECORD until you can get a parole in 7 years.
I've heard of people getting 10 days house arrest for a 50 plant semi-commercial grow but I can't say for sure.
If you have a grow that is obviously not getting sold or given to kids or anything you don't have much to worry about.

Federal law is much worse though. Thats what I don't understand, what has precedence? Federal, Provincial or Municipal law when dealing with possession or cultivation? I believe Fed law is max $1000 fine and max 6 months in jail for less than 30g, and max of 7 years if more than 30g or maybe max of 5 years i don't remember. They're trying to crack down on weed, Cons gov has stated a bunch of times and tried to pass new mandatory sentencing bills. :\

From the Canadian Government Website:

"The Marihuana Medical Access Regulations (MMAR) were repealed on March 31, 2014. However, as a result of a Federal Court Order granted on March 21, 2014, individuals who were previously authorized to possess and produce marijuana under the MMAR, and who meet the terms of the Federal Court order, will be able to continue to do so on an interim basis until the Court reaches a final decision. As ordered by the Court, individuals with an Authorization to Possess valid on March 21, 2014, may hold a maximum quantity of dried marijuana as specified by their Authorization to Possess or 150 grams, whichever is less."

There have been about 1200 applications and there are currently 27 licensed growers, if memory serves me correctly.
