very highly organized gang....with unlimited funding...and good quality equipment.

There are aptitude test for this reason.
Lots fail and never know why.
They want people who will not question direction and follow orders.
The last thing needed is a force that questions authority.

They should be doing aptitude tests to weed out red neck mentality, nothing worse than giving a red neck a gun, then a badge to use it. Add an excuse to use force and you have the G20 incidents, fucking assholes.
