is there a tea like seeweed tea i can use throughout flower & a very simple way to make it
& is blood fish & bone ok for veg period

You could probably just use most liquid seaweed\kelp extracts for foliar such as General Organics Bio-Weed or even Maxicrop Liquid Seaweed, or there is Liquid Karma which is derived from kelp and has indications for foliar. Typically for an AACT one would use compost, humus or earthworm castings along with something like kelp or alfalfa meal.

Personally I'd recommend something like a general purpose dry organic plant food such as Espoma Bio-Tone Starter Plus, Plant-Tone or Garden Tone. This would be more complete than just blood and bone meal. The Espoma Tones already contain bone meal as well as other organic nutrients (cocoa, feather meal, poultry manure).
