Swamp Cooling?

Ok, to tart of i live in Houston, TX... if you didn't already know its hot as hell and humid as a rain forest...

im planning on growing in my attic were it gets rly hot during sumer and cold during winter, (note: not sure if it applies but there is a radiant barrier paint up there) and i was thinking about making a swamp cooler and putting it up there...
1. would that make it too humid up there and either rot the wood or not let my plants grow to full and fastest rate possible
2. if so would a de-humidifier reduce humid but not affect the cooling of the swamp cooler?
3.if a swamp cooler isn't what would work best... what would?

you need to build a well insulated room in your attic and put ac in it, you will also need to cool your lights if you use mh or hps. radiant paint helps some but the 25 x 4 ft role at home depot or lowes is what you need and that's only a supplement to regular fiberglass or foam insulation. i recommend the radiant barrier to help mask the heat from the eyes in the sky.
