Starting A Seed Bank In Amsterdam from a Country Where it's Illegal

Well this will be scary but here goes, lets get analytic I suppose. A friend and I where discussing this earlier and we got a little messy with arguing to each other. Just wanted to get everyones point of view on this so I could clarrify this with him.. Spent a little bit of time writing this so plz bear with me..

So, if say a person whom lives in a country where cannabis is illegal to possess, trade, cultivate or sell etc affiliates with someone in a country like amsterdam (where its more tolerated) to start a pick n mix type website like herbie seeds. What are the legalities of doing this? Would the person in the country it's illegal still suffer legal trouble from helping someone do business in a place where it is legal?

By affiliate I mean, this person who is from the country where it's illegal to have cannabis related activities handle everything else (like techy stuff such as creating/maintaining a site, blogging, marketing, and handling website orders etc) and not doing the (AMSTERDAM PERSONS JOB OF) seed stocking, manual handling, packing and sending seeds to places where its legal to purchase?

What do you thhink and sorry for the head ache.. Just wanted to rub it in, my opinion is that the person in the country its illegal will still suffer..
