Small black spots

All my plants have it, all in soil. Cant be the ferts because I havent given some any yet.
Seems to be black spots mostly on top but some on the underside of leaves. Top of leaves getting rough texture and even flaking. I havent seen any bugs even with a 30x loupe, but its my first inclination. That or mold/fungi.
Anyway, I know its not good, HELP!

Hmmm, they look like white spots to me. Do you have foil in this room?

See the thing is, its on all my plants so lights, light schedual, and age shouldnt matter, and it didnt happen to my other plant so i figured the water, and soil is the same... but i guess ill answer anyway

some under 400watt, some under 4, 4foot floros. Watering when dry with household water that has been airated or left to sit out overnight. Soil is some bargin brand that ive used a few times. pH is around 7, light schedual is either 12/12 or 24. Plants vary in age from 2 weeks to something like 2.5 months. No foil.

The black spots arent too visible, but they are on and around the white areas that are rough.
I havent just posted here without researching first. I checked every sticky and cervantes bible and did searches (although this function sucks on this site) I think the black spots might be rot from the honeydew left from some bug, but Im not sure.

ITS A BUG! Ive seen them now, but im still unsure. Id love an expert opinion. I believe they might be thrips.
Id also be nice to know the best way to get rid of them. Neem?
