im growing outdoor next season and it always rains a very lot where i live is it okay to just add more perlite to my soil to increase drainage so my plants don't flood?

Maybe consider this. half of your plant is below ground. How much water/moisture is needed, and what amount is too much? What clearly stands out in my mind with your question is when I was invited to a homeless community. They lived in tents. Smart fuckers. The land was declined, water would flow into their tents. They made a little tench up-ground, and around their tent area. The flowing water would follow, going around the tents. A simple water diverse. Eh!
