I would say it depends on the circumstances behind why the person was at risk of a kidnap for ransom scheme .

If the hostage was working at the their governments bequest than paying for their safe return is surely an option high on my list .

If its some moron who flocked to a war torn region known to have anti ( insert country ) beliefs where the infidel is sub human , thinking their gonna lend a helping hand to whatever cause their hung up on then ransom would be low on my list .

For instance when i worked in Lebanon , Saudi & Africa i was there on my country's behalf, therefore making them obligated for my safe return .

On the other side of the coin i met my wife in Beirut & she immigrated to the US , my company hired her 2 brothers & got them work visa's to the US , several groups would not be happy with my wifes marrige to an infidel or the families escape to the US , should we go back to Lebanon to visit relatives, knowing full well of the danger to us , the government would not be responsible to pay for our safe return .

Good hearted people flock to the region with a noble cause trying to help but its their cause .

I voted for it, why not just pay the terrorists the money doesn't mean shit anyways. They can just print up a whole bunch more right after.

First, you have to be there to get kidnapped. then, you can`t pay ransom`s as a Government of the People. Here`s why.

when you leave this country, you risk not coming back. (this is one of those things my dad instilled in me at an early age because his parents had to flea europe).

anything and everything can happen out there.

why would i want to leave? we have everything here..to visit? google earth if you must, same thing and no smelly people.

well, it does, if you are talking in terms of industrial revolution (raw material), post industrial revolution (services), bio-tech revolution (information).

i thought i was clear in that i was smoking some last night..i'm sorry your smoke isn't as good as mine.

Biotech has nothing to do with the widespread transfer and dissemination of information, it contributes to the information, but not its distribution.
