Hey, Thanks
Im a new grower, just harvested my 1st plant waiting on it to cure.

No seedlings don't get nutes man wait 3 weeks.
You will flat our kill it.

Using floro tubes ? Thats ok to start on, you need day light ones, cool white is for flowering not veg.
Floro tubes arent very good past a week or so seriosuly, they dont put out enough light unless you use T5 or T8 HO (at the least)
I tried to start mine on floros too, they didn't do me well at all and I bought high end agro son bulbs even.
I just use mine on my seedling up to 10 days old and then CFLs the rest o the way.

Ok a 3 weels give them a teaspoon or less per gal of water (each, means 1 teaspoon A and 1 teaspoon B)
I havent started mine that young on advanced nutes YET I got it later on in my grow, just like a few weeks ago actually
but this is my intended startup for my seedlings in my 5th grow I have going, so its prob safe.

Also give them a spoon of molasses, blackstarp is best, and a cap of hydrogen peroxide.
Then up the does say a teaspoon or maybe 2, after a month you should be at a table spoon per gal or so.
Im using 1 tablespoon currently, but only on the flowering ones, I dont have any vegging plants so I dont need more than that now.
You can work your dose up just watch, any yellowing tips means nute burn, so stop and only use water next feeding.

so in a way 4 CFL COOL WHITE ARE NO GOOD FOR VEGETIVE SO BASICS WOULD B DAYLIGHt CFL ........... im gonna head back to the shop ill post some later if anything goes rong ...............thank for the tips bro

No prob dude, here this should help
6500K (day light) for veg
2700k (soft white) for flower

you CAN use it but it's def not recommended.
CFLs are very good and will do it fine.
I use a shit load so prepare to grow as your pant does.

Check out the noob section and read the stickies there are tons of info in there.
Rep is appreciated and Ill add ya to my friends, if you need help buzz me.

I try to share the help I was given.

no one can tell you when to water.
Basically water when the soil is dry. Stick your finger in the soil 2 or so inches if it's dry then water if not wait.

A moisture meter works the best, and actually 3 inches is the depth you need to check to, top of the soil dries faster than the bottom.
Also make sure your container can drain so there isn't water standing in the bottom that can be a real problem later.

But like ganjababy said when it's dry it needs the water.
