Seedlings Don't Seem To Be Growing

Seedlings went from Peat Pellets to 50% Perlite and 50% FFOF. The seedlings seem to be growing very slow. There are 7 under 9 6500K CFLS. I water them when needed, mist them with a spray bottle and have proper drainage. There is also a fan blowing on them. Any Suggestions?

maybe they just havent produced a good root system yet, try letting the soil dry up more (less watering). be patient...
also I dont think misting is necessary, unless its retarded dry in your grow room..might cause molding.

Prob trans shock, two completely different mediums. Raise the lights till they get over it.
