Tor DOES work when setup properly and javascript and other plugins are not enabled. The people on Tor who have been busted had Jscript enabled, gave away identifying information such as an email, or their software leaked their real IP. Busting a Tor USER is much harder than busting a Tor SITE. On a website there's so much code and setup options that could give away your identity. So yes pedo sites and The Silk Road got busted, but thats due to poor privacy practices, bad implementation, and bad code from what I've read.
