yeah anyone not growing with a cannicard is limited to 0. the shit sucks. wish i could get a card to grow bud here in N.C.

There are ways to up your limit.

probably 2 or 3 gallon growbags would be best if you want to do sog under a 400

i grow a sog setup and i use 1gal pots growing the plants to 10in before flowering remember plants need roots but that's not your focus. smaller pots = more space on the floor. my setup is small 4x4 and i fit 20 plants and yeild about 1.25lbs every 2.5-3mo. the notion you need pots that are larger is not what i have found. the roots do get bound somewhat but as long as you are tending them properly with nutrients and water they can (and still do) absorb all they need for vigerous growth

oops forgot to tell you i also use a 400w single light with a simple reflective hood and a mylar lined grow tent to reflect all the light possible my ballast is able to power hps and mh lighting i use hps for the whole grow. it lets the plants stretch more but i like that since it also keeps the plants from being bushier (funny word hehe...) so i can fit a few xtra plants into my area and raise the canopy. therefore allowing me to raise the light putting my smaller plants in the middle so the reflected light hits more of the taller outside plants giving me more bud on those plants. hope this helps
