Question on what to do after germination

Is it better to put the germinated seed straight into the ground, or first put it in a small cup to grow a little-- and then transplant that into the ground?

and is it alright if i just put the small cup with the sprout outside?
i have no way of keeping it inside.

I like to put it into my final pot asap. I seem to have bad luck when using smaller cups and stuff. If I am sexing, I use 1 gal containers until they show, then its off to the 2 gal ones to finish up in. That size seems to give me the best results for my situation.
