please help

Ok i got the bible out but i cant come to an all out conclusion. Sorry no pics but i will give the best description as possible. I have 1/8 inch Yellow wormlike or larvae like things on the tops of my leaves. They squiggle around dont fly for sure. I have been spraying neem all over leaves and well that seems 2 help their still not gone. No today i notice a couple of brown moth looking things flying around. PLz whats going on. Leafminers, scales im not sure?I need 2 know what these are and how to kill them

thanks for pic i am now pretty sure i have thrips what is the best way 2 get rid of these. i have been spraying with neem oil regularly but there still not completely gone.
