Please Help save my little girls

I don't know what is going on...Right before I transplanted my plants from the seedling cups they started to turn yellow...I thought that it was nitrogen deficiency so when I made the new soil I added some blood meal (25-0-0) and they have progressively gotten worse and I am afraid that I won't get them back.
I am using 6 40W GrowLux florescence lights on 24/7. I used a potting soil premix and have a 12-5-5 fertilizer...The temperature in the space is ~75 F and humidity is around 60%. Also I used bottled water, except once I had to use water from the tap; so could it be the chlorine even though I only did it once?
This is my first grow and every plant has the same problem. I have attached some pictures...Please help, thanks...

Ok...however when they were in the seedling cups I never used nutrients, just what was in the soil.

Also if I do flush them can I use the water in the bathtub...I have 10 pots an I don't think I have enough water

well my seedlings never had nutes. not even in the soil, also it depends wut ur citys tap water ph is. does the soil have slow releasing nutes

Thank you for the welcome...

And yes I believe it is a slow release nutes...It is one of the premixed potting soil...It says on the bag that it "contains nutrients to feed for 9 months"...Also my tap water pH is between 6.5-7...thanks for all your help

no problem. well if u over water just a lil bit u give to much nutes to ur plants so i think thats the problem. and if u keep watering with tap water u might want to let it sit out for 48 hours
