Plant leaves are curling up,yellowing,and drooping,please help they look about to die

I started a CFL grow indoors about 3 weeks ago and started using a little bit of fertilizer a week ago.The tips of my two plants are curling up,becoming yellow while the top leaves are drooping/sagging down.The bottom leaves are starting to die so Im starting to get a bit worried.Also might I add,this is my first grow and I have 2 plants total.I attached pics of one of the plants only as the other is pretty much the same.DSCF1835.JPGDSCF1836.JPGDSCF1834.JPG

is that verm on top of soil??? leaves drooping look like to much water..bottom leaves yellow from not enough light..
 
no its fine i was just asking..is there a reason its on top? and not mixed in with the soil?
Some of the soil fell out of the pot and I couldnt put it back in since it all crumpled and I was to lazy to get more soil to fill it back up,and I had verm right next to me.So no,no specific reason.

If it's bone dry, water it! lol
Get it in to a bigger pot. Feed it some nutes and keep it under the light.. I assume you're using CFL? Keep it nice and close..

dude! bigger pot. mix the soil with verm if you got it. yellowing like that says it needs nitrogen, but probably needs a good dose of NPK. dont over do it though. you get what you put in.

ok they're not dead but pretty close to it.you are drowning the roots thru overwatering.
1. re-pot them so the roots start getting air again.
2.let the medium dry between waterings ,pots will feel light
3.wait a week or so for stress recovery.
4.put fluros about 3-6 inches above plants.

Fuck,I just watered them since the soil was so dry,also the leaves started getting crispy.I also transplanted them into a bigger pot.Here is an updated pic and I put a peice of paper behind it so you could see it better.The other plant is getting better though.
