outdoor pest strip and bug question

I'm told the yellow pest strip hung next to outdoor plants will attract most bugs and kill them. Having a problem with my leaves and new shots being munched. I can spray, but for the most part the bugs jump on at night to eat and don't hang around on the plant where i can spray them.

Is there a certain type or brand that will work well?

Also, on some of my new growth tips, i DO see tiny black bugs hiding amongst the new growth. Finally was able to catch one and put it under my loupe. Not a spider mite, not a fungus gnat. It appears to have wings and looks like a beetle. It's about the size of a baby flea, the kind that cats get. Anyone know what this might be?

Garlic spray is great for repelling insects, mixed with a couple of other things like a nicotine solution will kill the little bastards on contact, then evaporate leaving no reside within a few hours.
For the nicotine solution, mix about 3 cigs, or part of a cigar into a liter of water and bring to high heat, not a boil but a nice simmer. Allow to cool, strain add a few drops of soap or adherent and spray(finer the mist the more effective and less chance for mold problems if in flower.
The garlic there are many various amounts listed throughout the internet but I use 1 bulb of garlic finely minced and place into a qt of soya oil, olive oil (I think the best) or mineral oil and allow to set for a day or more before use. 1/4 cup of the garlic and oil will repel most insects and last for a week or so outside.
