How are the QBs with heat? Will I have to buy extra parts like heat sinks or cooling fans? I guess I need to stop asking questions and go hit up Google

I just need more facts on how those QBs are better than a legit panel light(not viparspectra or marshydro) an actual panel light like spectrum king
I have 4 spectrum king closet case I use for veg and 6 qbs I will take the qbs over the spectrum kings anytime. You just have to do your own research youtube is a good start check out par readings and coverage area lots of comparisons not to mention spectrum kings are also out of your said budget

Well honestly all y'll are doing, no offense, is stating the quantum bord is better than panels, okay i got that.... but as I see it, I'm limited to one spectrum, correct me if I'm wrong. Instead of having a veg with more blue and a bloom with more red, ya know.

Dude really checkout ledgardner videos on YouTube if you want more info he has coverage and ppfd what else do you need. Also run a search on qbs on YouTube you will get a bunch of info from different people

That's the entire point really, Plant growth is more about photon delivery than anything else.
As far as spectrum goes, we used to use spectrums that were tailored toward blue for veg and red for flower because that's what was available, from old HID lighting like MH and HPS, also carried over to CFL. But we have white light now and that offers all the blue and the red at the same time and all the spectrums in between. The result been a better overall spectrum and ultimately more photons. We also have lights like CMH now which again are awesome for the same reasons, a fuller spectrum provides better results in plant growth than a targeted spectrum.

So with QBs since they have no heat basically, do I even need to have my exhaust duct right above my light or can I get away with no ducting and just having my inline booster fan exhausting air with a passive intake

I'd still run exhaust up top. But if you have a fan speed controller you can at least dial it back a bunch over what you'd need to have it with most other lights.

Well there will always be heat with any light, but because you can light up a space with less wattage you will have less heat.

As for passive intake, yes that's no problem. If you want to run a booster fan as extraction that will work provided you aren't running a filter, if using a filter you have to be sure your fan is powerful enough to overcome the resistance.

You can probably use 100w ish in that space, to answer your earlier question, you can run QBs without heat sinks if powered soft enough. When you get to higher amps they need heat sink slates. But I believe HLG have set ups made to run without heat sinks that would suit your space.
I would ask @robincnn or @Stephenj37826 to suggest the best set up for you, but the QBs really do lend themselves well to you situation.

So let me ask this question since I have about 3.5 to 4 feet of vertical grow space. How close can I get a QB to my plants before light burn or bleaching happenes?
