New grower, have some questions

Hi everyone, i've been doing a lot of research on growing marijuana lately and i have run into a few things i am not sure about, hopefully you guys can help me out.

First, i will be doing an outdoor grow and i want to know if its better to plant the seeds right into the ground or if i should germinate and start them in a cup. I had an idea of using the cup and just cutting off the bottom, would the roots be stunted?

I've also read about some rock wool methods of germination, what is the rate on these?

Also, if i test the soil and its pH is 7, do i need to add anything to it? A few sources told me to mix in soil with a 20:20:20 ratio of NPK and use different feeds during veg and flowering.

Start with good soil outdoors, dont add nutrients until the 3rd or 4th week of vegging. U should germinate using the paper towel method, just spray the towel, put the seeds on , put another sprayed paper towel on top, put on a plate with a bowl over it or u could put it into a baggie. and keep it in a warm place with a heating pad underneath. check every 12 hours to see if its sprouted.

So how can i plant them after the sprout? Just put em in the ground? Start them in a cup?
