New grower. 2nd run. Big problem. week 3 flower

Hey everyone. I am a newbie grower on my 2nd run and This is my first post and I'm trying to be calm and research as much as I can as far as the problems I'm having, but I'm freaking out inside cause im getting conflicting answers. And even a 10 year grower is telling me he has little to no clue as to why this is happening and he's never seen this problem.

I will try my best to describe my problem.

Indoor grow
Start of Week 3 flower
Blue dream
8 1000 watt air cooled/ ducted lights
50% humidity. 77 degree max temp
R/O water
Ppm 1300
6.0 ph
Advanced nutrients
Feeding everyday
flood and drain bucket system
Planted in 4" rockwool cube surrounded by gs-1 hydro stones

Just a note here. These plants transfered into flower from veg amazing.

So in the second week of flower a few of my plants started to get this claw effect on the top and I read everywhere online that this is due to nitrogen toxicity ( and usually only happens in veg) but then I noticed that the lowest leaves of the plant were yellowing and dying off which is usually from nitrogen deficiency . My friend who has 10 years of experience has no idea what this claw is (I guess he grows well) and doesn't know what to do. He think it might be light stress so I turned all 8 lights down from 1000 to 600. It was His only suggestion. I don't really wanna sit here and wait and see what will happen. I want to try to salvage this. Hoping some masters on here can chime in and give their thoughts. I'll try to upload some pictures in the next post right now
 
I'm starting to think more and more it's due to N tox. How would you lower that? Should I drain my rez and cut my ppm in half and work my way up?

I'll let you look at the chart. But to me it looks like too much Nitrogen and possibly over watering.

Like your friend said.......raise the lights

Solution: Reduce the Nitrogen your plant is getting!

Reduce the amount of nitrogen that is being fed to the plants. If you are feeding extra nutrients, cut down that amount. If you are in the flowering / budding stage, make sure you're using a formula that's specifically meant for flowering, or else it could have too much nitrogen.

If you are not feeding extra nutrients, you may have "hot" soil that has been giving your plants extra nutrients. In that case, flush your plants with filtered, pH'ed water to help clear out the extra nitrogen.

Effected leaves likely won't recover, but you should see the problem halt with no new leaves being affected.

I took the temp at the highest point of the tallest plant and it read 74.6. I don't think it's the lights being too low to be honest. And I don't think they're being overwatered because the cubes feel 20-30% wet before getting fed.
 
I just checked a few of them. They just feel wet. Nothing slimy really. It might be the sand from the hydro stones mixing with the mix?
