i have a neon light about three foot round very brite i have it above my plants will it hurt it .i all so have a 400 watt HPS lamp allso in a 3'x3'x6 space

If you could address the heat issue caused by the lights, and match the wavelength emitted to the stage the plant would be in (eg. 490-450 nm for growth,730-650 nm for bloom), then just using a full spectrum fluorescent to cover the fringes your neons wouldn't catch, it could probably do very very well.
