If you plan on using shop lights which you can use for the vegging state, check on their wattage. You don't want to be using anything lower than 40 watts on each tube. Daylight or aquarium bulbs are fairly cheap. You can pick them up at the DEEp.

several answers as to when to flower -

when the plant is half the final height of the plant
when you want a harvest in 8 - 12 weeks
when the plant matures by showing alternating nodes

bottom line is you flower whenever you want based on what you are trying to achieve.

ditto.. I would just add.. IF you only care about maximizing yield and quality of bud then wait (on an 18/6 light cycle) until the nodes have pre-flowers (identifying sex) then immediately put into flowering stage.. there is lower risk for males/hermies when you wait until the plant naturally pre-flowers before sticking into flowering phase.
For sure put a FAN on those sprouts asap.. use common sense, just needs a continuous flow of calm air moving across the tops, not wind tunnel.
The seedling will begin to grow a bilateral set of leaves (perpendicular to the first node) usually at the end of the first week (from sprout), if not then they need more light, so move them as close to the light source as possible without harming the plant.

the good news is home grown stuff is great. the bad news is that a standard air purifier will not be enough. you need either a carbon filter or jar of ona gel (web search will give you suppliers
