need HELP on deciding to flower or not

Hi Guys!
1)
the first 3 pics are of a cloned Afghan Kush plant, and I've had it about 2weeks. I'm growing it under (4) 42watt cfl bulbs, on a 18/6 schedule. In the past week it seem to have taken off really well. Do you guys think I can I start flowering now??? The plant is about 5" or 6" tall, and new branches (nodes?) are growing in quite well right now. Can i flower?????

The 4th pic is a cloned G-13 plant that I've had about 3weeks. Being the noobie that I am, I kept the g-13 in a small container with only rockwool for about 2weeks, when I should have transplanted it immediately.
My question is: Should I just dump the G-13 (Pic #4), or do you guys think it can bounce back. It keeps the partially green color in the small leaves, but isn't growing at all right now. So, should I dump it???

The other pics are the bottom half of my grow box, which is a 35gal rubber mate. The lining on the walls of the box called Foil-on and it seems to be pretty good. The guy at the hydro shop said that its better than mylar. The sand in the pots is desert sand, and it only covers the top 1" of my soil, which is Ocean Forest. I use the desert sand to keep those lil flying gnat looking bugs from getting into my soil.

If its time to flower, can I flower with the same 42watt cfl's that I used for veg? I am not trying to Any tips are appreciated...

You can flower (12/12) anytime you want to. The plant is small I would wait myself, depends on how much grow space and light you have. Ideally you want cool light for veg, warm light for flower. cool=4100k+. Warm =2700k But whatever you have WILL work.
I say let the G-13 keep tryin as long as its not dyin lol.
And I recommend more lights especially come flowering time.
