I am pressed for time so i will keep this as short as possible, but long answer short is it is not ok (seeds are still kind of a grey area).
However it appears that most busts on CL are busting the seller not the buyer.
Best way to get clones and seeds is to make friends, lots of friends, then when someone gets something bomb you want, you know where to source it, and there is a pretty good chance someone will start some pollen chucking and you will be there for the giveaways.
If it wasn't for my friends both my garden and seed bank would be empty.

I was reading 64 and that states you cannot profit from user to user. You can however trade all you want. I'm sure IRS the same for the current laws.

On amazon.com I bought a 48"x 24"x 60" tent for $90. A friend gave me a light.

What kind of light

Sooooo 4 ft long, 2 ft wide and 5ft tall? T5 I'm guessing? Maybe a hps I guess could fit or its it for veg? Sounds fun either way tho

I have a 400w hps light...

a 400 or 600 is perfect for that space. proper venting will give you happy plants

a 400W would be the top of my scale on that tent but it should work well as long as you cool it properly. Always go 1 size larger on the fan than you think you need. It's 8sq ft and once you get over the 50watts/sq ft level of light you start to see a pretty significant drop off in grams per watt so 600 would be a bit much for me.
