MMPR advertising loop hole?

I though it was not allowed for MMPR Producers to advertise but maybe since they are yet not licensed and in process of being licensed this might be a loop hole? Kind like the 2200 LB of weed busted in Kelowna that was destined for Metrum and Tweed? They kept the moisture level higher then what is considered dried Cannabis by HC LOL.

I'm not entirely sure how it works now. I would have to read the laws surrounding the actual MMPR.
I'm fairly certain that the last time I read through the regulations they had removed the advertising restrictions, but I heard this is because they were redundant due to being in another related regulation that also affects this industry.

Would love to see confirmation of this - if not, maybe they just removed them from the regulations.
