When you just start out and your plant is small 1 or 2 bulbs is fine. You can add more as you go ( and I suggest you do) 6500k bulbs are full spectrum and will work good for both veg and flower. generally you want 4000k and higher for veg, and 3300k or lower for flower. A mix is always good though. There are good deals on lights on EBAY and 1000bulbs.com.
Keep your CFL's super close to the plant!! A cfl puts out light as strong as sunlight from about an inch away, but from 6 inches away its VERY weak. Weed grows so fast, if you have your lights close enough you will need to raise and adjust them everyday so the plants dont grow into them and get burned.
