How close should I have a cob over seedlings? I'm using a 4000K citi 1212 and can dim to 15 watts. What is a good power level and distance above the girls? I also have cfl and screw in LEDs.

Lower intensity is better until you get some node/foliage on the seedling. Start off a bit further than you suspect you need and move it closer vs starting off too close and burning the seedling etc. If you notice it is getting too tall too quick, then bring the light closer to reduce stretch. Move it in until you find the "sweet spot" and adjust accordingly as they mature. You can get 4 different suggestions of actual distance and they can all be correct.

Try 30 inches and slowly move forward, if you have them lying around you could try a couple of blue cfl's until your plant get a couple sets of nodes
