Not sure how they plan to tax something that has no longer has a legal point of sale.

Delivery service or any other type of collective sale would still be expected to collect tax. But yeah if you're desperate for cash to support your social welfare state, probably not a good idea to send a lot of taxable revenue to the black market. Nobody said the government was smart... oh well the politicians who tell the dumbasses who vote for them do I guess.
