Legal Advice, searchable cases?

My friend got busted with four marijuana plants growing in his house in Nebraska.

I am wondering if there is a way to search and see past cases in Nebraska for people that were tried with a similar offense and see what they were charged with?

How did he get busted? Did someone narc him out, was he renting an apartment and the landlord catch him, did he tell someone who told another and so on until someone told the kops?
