Led vs hps

I'm setting up my first veg to flower indoor room I've grown outside for 4 seasons now and Im ready to try indoor. It's going to be a 5x5 flowering space that I want to use 2, 2x5 foot flood and drain tables with 12 plants in each. Virtually no veg time only enough for the clones to have good roots. I'm wondering if 4, 300 watt cob leds would be ok for that amount of plants or should I go with 2, 600 watt hps?

I'd get 16 cxbsm3590's. You'd get a discount buyin that much I'd think from:

And run em at 1750mA, 64ws each. that will fuckin rooock that space.

lol using cheap ass cfls. I forgot how expensive some of this equipment can run. But in the long run someone gonna get paid lol.
