OTTAWA – Prime Minister Justin Trudeau is proposing to levy a federal excise tax on recreational marijuana once it becomes legal next July, with the provinces and territories receiving half the revenue.

Under the federal proposal put to premiers during a first ministers meeting today, each gram of pot would be subject to an excise tax of $1 on sales up to $10 and a 10 per cent tax on sales of more than $10.

However, some premiers argue that provinces will foot the lion’s share of the cost of regulating and enforcing the new regime and should, therefore, get the lion’s share of the revenue.

“For the first time that I’m aware of, the federal government is looking at a revenue-sharing model. That’s not something we’d contemplated before,” said British Columbia Premier John Horgan, as he left his first-ever First Ministers Meeting, held Tuesday in Ottawa. “I believe provinces are concerned that there’s a whole bunch of costs imposed on us in terms of distribution, in terms of regulation … and so on.”

$290 an ounce...what a deal. I can get a lb. for $1200...$1000 on a good day.
So rec rules allow 4 plants, have no storage limit, and you are allowed to share up to 30 g at a time...how did they think the bm was going away? Other than hiding the money transaction, I can obtain or disperse cannabis legally.

Where did you see the "share" option? I've seen the carry option as 30g, but hadn't seen nor heard anything about sharing/gifting... I mean in practical terms we know there will be a lot of "sharing" going on, just wondering if you've seen any official announcements on it.

They'll be so overwhelmed with weed everywhere none of these stupid rules will matter. It's just a glitter show for the uninformed and the straight masses. A grand illusion as they say.

I believe it was in the original task force report...I'll have to look for it.

With a clear understanding of the risks associated with personal cultivation, the following safeguards would create a reasonable framework for enabling small-scale cultivation of cannabis for personal use:

  • Set clear limits on the scale of cultivation permitted (maximum of four plants per residence), with a maximum height limit (100 cm);
  • Prohibit unlicensed sale (although some degree of sharing among friends and relatives is inevitable);
  • Prohibit the manufacture of concentrates in homes using volatile solvents and chemicals;
  • Establish guidelines to ensure cultivation is in spaces not visible or accessible to children;
  • Encourage local authorities to establish their own oversight and approval frameworks, such as requiring individuals to notify local authorities if they are undertaking personal cultivation;
  • Regulate the market to enable a legal source for starting materials (e.g., seeds, seedlings, plant cuttings).

I guess no one caught the fact that Bill Blair decided to apply this to the medical program too. Financial post had an article on it today. Reallll fucken scummy move. Like meds arent expensive enough. So theyre gonna force dispensaries out with giant fines, and impose an additional tax above and beyond wtf already exists. Leaving only LPs to purchase from. So add another $1 a gram or 10% per order, whichever amounts to more.

Basically Bill Blair isnt trying to hide his blatant discrimination and disdain for cannabis users, even the sick and dying aren't off limits to Bill Blair

Q8. What will an adult in Canada be allowed to do upon the coming into force of the Cannabis Act?

Upon coming into force of the Cannabis Act, adults in Canada will be allowed to legally engage in the following activities:

  • Purchase fresh or dried cannabis, cannabis oil, plants and seeds for cultivation from either a provincially or territorially regulated retailer, or where this option is not available, directly from a federally licensed producer;
  • Possess up to 30 grams of dried legal cannabis or equivalent in public;
  • Share up to 30 grams or equivalent of legal cannabis and legal cannabis products with other adults;
  • Cultivate up to 4 plants not exceeding a height of 1 metre in their own residence (4 plants total per household); and
  • Alter cannabis at home in order to prepare varying types of cannabis products (e.g., edibles) for personal use provided that no dangerous organic solvents are used in the process.

That's like registering to make wine, f*k that. Hadn't noticed that line either, damn, it's worse than I thought.

The sharing part is interesting, I guess they realize it's inevitable and unenforceable, like 90% of their policy.
