is this small

is this bud growth small for a plant day 25 in flower?????
this is a pure cfl grow im under 4 2700k and 1 6500k on 12/12 with no light leaks im just getting over a pH issue tho
the plant took 2 1/2 months with no huge problems to get to 21". i went to flower and now shes 45" tied down, see the holy LST so it could just fit into my space!!

look good for a cfl grow. looks to be on time. they well start fatening up around week 6 to 7.
