it could be bomb pot that was grown hydroponically or in soil and wasnt flushed or cured right but its still bomb weed just harsh or bad tasting. as far as ppl lacing weed its too expensive for dealers to do that but there are some that sugar coat their buds to make em look like they have more trichomes... as far as tweakin from smokin too much you probly just have low tolerance to weed thats why you get really high i remember i used to get like that yrs ago but now i function and do shit while im high haha.
