People can't just march in-to ur appartment as and when they like can they?

Is this a U.S. thing?

In the U.K. they have to make an appointment... even if they own the appartment, it is not thier home!

I would put my own lock on the door!
Hud, or Goverment housing, can walk in and do what they want, when they want. Most appartments(non-HUD) will notify you if they need in, ussually in advance. But sometimes if it's an emergency, they can let themselfs in. It sucks, America isn't the land of the free.

I do live in non hud housing, but for lack of better word, it is really informal at my complex. I guess thats why rent is so cheap. So, they came in assuming that I wasn't home, which frankly I don't agree with, but is stipulated in the contract is allowed, but only for preventative maintenance which is what they were technically doing. I'm thinkin when the lease is up, I'm gettin the fuck out of there
