I think my ballast just crapped out again.

I'm using a 600w hps H.I.D Gear Box ballast. Came home and turned my ballast off for like 10 mins to let it cool down so I could put a new bulb in, 20 min later after screwing in the new bulb I hear a crackling noise from the ballast and the light went very dim. It still lights the bulb but its extremly dim.

Anyone know what the issue could be? I was thinking that it might be the capacitor...
