I herd adding vinegar will lower the PH in the water if so how much do i need?

Yes, adding vinegar (or any acid for that matter) will lower the ph of the water.

You need to get a ph test kit. Test your water, if the ph is too high, add vinegar and test again. Repeat as necessary.

I have a pool and i also have the Ph and Chlorine test kit from the pool. Will that be good enough or do i have to specifically find one for just PH and plants?

Is pH down hard to get in your area, cause i dont understand, It only costs a few bucks for a bottle and it will last for ages.

I agree with Fitzy, get some proper pH down. Vinegar is a sure fire way to get all sorts of algae/fungus/bacteria growing in your nute tank <<<< knows from experience....
