HTG Ballast help

I bought 19 of the 600 watt HPS DIY kits from HTG supply.

My problem is the starter that comes with the kit will not fire the light from farther then 2ft from the bulb. And I run my ballest about 15ft from the bulb.

Does anyone know how to fix this, or do I just need to buy different starters?

My universal lighting kits fire fine from far away, so this is frustrating.
